Why did most states choose a bicameral over a unicameral legislature? Having two legislative bodies would allow the wealthy and well-educated to balance out the common voters. They felt bicameral was more democratic than unicameral legislature. The wanted to have two legislative bodies to ensure everyone in their state was represented. They wanted state government with strong legislatures and weak governors, something only achievable with two legislative bodies. Flag Question Skip
