My guess would be (not entirely sure):

1 (hour) -------- 60 (mins)
x -------- 48 (mins)

x= 1*48 24 12
------- = ------ = ------
60 30 15

EDIT : On further thought, I had it all wrong, and completely messed up. Props to @Lindseysalter84, who's answer is beneath mine's, for making me realize.

An hour is made up of 60 minutes. That would make the ratio 60 : 48 minutes. So now we would have to simplify. I take it real slow.

60 ÷ 2 = 30
48 ÷ 2 = 24

You can keep on simplifying.

30 ÷ 2 = 15
24 ÷ 2 = 12

It can still be simplified.

15 ÷ 3 = 5
12 ÷ 3 = 4

And so there's your answer in simplified form.
(5)/(4)
is the answer in simplified form, otherwise known as 1
(1)/(4).
