Why is water considered to be a universal solvent?

Water is an ionic substance, so all substances dissolve in it.
Water is nonpolar covalent, so all substances dissolve in it.
Water is polar covalent, so many ionic and polar substances dissolve in it.
Water is ionic, so covalent and ionic substances dissolve in it.
