So what it's asking for is the second derivative, in this case you can use the quotient rule. If you think of the equation above as two equations, or (f(x))/(g(x)) to take the derivative you then you can multiply
((the derivative of the top x the bottom) - ( derivative of the bottom x the top))/(bottom)^2

You do that twice. To Get the second derivative.

After you get the second derivative, you then can plug in 0 and 4 to that second derivative to get the needed values
