You figure out by picking a coordinate on either side of the line, and see if it satisfies the inequality. If it doesn't, the other side of the line will be shaded. If it does, shade that side.

When graphing an inequality, it is often hard to see what side is shaded, to signal which solutions work. Try out (0, 0) into the equation and if it works, it is a solution, so shade the side that has the origin in it.
