I am little bit worried since you didn't give all the options.

Anyway...The answer is 1.64

He should leave $1.64

The formula is Tip = cost * the percent of the tip
Tip = 8.21 * 0.20%
Tip = 1.64

Multiply the amount of the bill ($8.21) by 0.20:

0.20($8.21) = $1.64

so the appropriate tip amount would be about $1.60 (Answer B)
