At American War of Independence, United States Congress needed loans to afford all the military expenditure. It got loans from Spain, France, the Netherlands, bankers and merchants. As you can imagine, The country got its freedom from Great Britain but getting high debts to pay. In that context, Nort Carolina offered a part of its territory called the Western Counties to Federal Goverment to pay part of their debts, but as soon as they realized this could not be possible, then rescinded the offer and getting back the control of the Western Counties, whose people, specially the frontiersmen who were upset with all this process, led creation of a new state called Franklin.
