Explanation:

Due to slope form which is y=mx + b.

-1 = x and y = 4.

It does not show the one because it would be equal to X, but it does show the negative

insert x = -1 and y = 4 into the first inequality:-
4 <= -(-1) + 4 = 5

so this fits
