The correct answer is option C. a hydrogen bond.

The water is a polar molecule, in which the oxygen has a slight negative charge and the hydrogen has a slight positive charge. The positive charge of the hydrogen from one molecule attracts the negatively charged oxygen atom of another water molecule. As a result, an inter molecule hydrogen bonding is formed. Hence, the dotted line represents a hydrogen bond.
