Since the line is parallel, the equation should have the same slope, therefore you know that y=4x+b.
In order to find b, you would need to plug in (-3,1) into x and y:
1=4(-3)+b
1=-12+b
b=13

Therefore the slope-intercept equation would be y=4x+13
