Why did the ancient city states of Athens and Sparta develop different political systems

Answer:

Athens was a democracy, or to be more clear, a direct democracy, not a representative one. However, it was limited by slavery and life status, age, etc.

Sparta was not a democracy, it was a Diarchy, similar to an absolute monarchy.

Sparta had a larger army, where as Athens had a superior navy.

The different political systems are based on population, land area, military, economy, etc.
