In this passage, Roosevelt argues that it is not up to the government to always give people the best possible life. It would be impossible to ensure that everyone is as happy and as rich and successful as they can possibly be. However, he argues that the government does need to ensure that people have the same opportunities. While the outcome cannot be ensured fully, the opportunities need to be distributed fairly.
