Depending on weather it is a package of 8 or 12 if it were 8 then he would need 12 packages because 8 times 12 is 72 and if it were 12 he would need 8 because 12 times 8 is still 72.

3 packs of 8 and 4 packs of 12.

3 x 8 = 24
4 x 12 = 48

24 + 48 = 72
