What is the effect of trade being controlled by Imperial leaders?

Imperial leaders are the ones who have the final say, and can either get what they want, regardless of their people, or help the people. This leads to deficients in areas that are needed by certain groups of people, if their is a limited amount of fundings, and the people have little to no say in what the money is spent on.

The common people have no say in the matter. For instance, the common people may have a surplus of wool and have a lack of spices but the Imperial leaders decide that they want to trade what little spices they have for more wool. Often times, Imperial leaders are out of touch with the common folk so it's the common folk who end up suffering or lacking needed items/materials.
