line y = 3x – 7 has slope = 3

3x + 9y = 9
9y = -3x+ 9
y = -1/3x + 1
so this 3x + 9y = 9 has slope = -1/3

Parallel lines , slope is the same
Perpendicular lines, slope is opposite and reciprocal

Answer
Line y = 3x – 7 is perpendicular to 3x + 9y = 9
