IRB help in creating the standard of what considered to be ethical in all form of researches that involved either humans or environment.

They would conduct a risk-benefit analysis to evaluate whether a certain action is illegal or not. If they see something that considered as unethical in the study design, they would provide the psychologist with a chance to change the design or reject it altogether.
