In per-revolutionary France, who paid the most taxes?

The First Estates were composed of nobles, and had no taxes to give. The enjoyed the privileges from King Louis XVI. The Second Estates were composed of clergies. They also had no taxes to pay. This was very unjust by the King Louis XVI because all the pressure fell upon the Third Estates which were composed of peasants and farmers. They had to pay taxed for every salt and bread they buy.

Thus, your answer is option C.

Hope I helped (:

Have a great day!
