in a democracy, with the people. while in a dictatorship, a single person or group holds absolute and unchangeable authority.

Taking into account the definition of the concept of "democracy" and "dictatorship", we can affirm that in democracy the responsibility of the government belongs to the people, since it can choose directly or indirectly its rulers and representatives, however in dictatorships, the responsibility of the government rests with the dictator, since he is the person who concentrates the total sum of public power.
