Sam practice 24 times in 4 week
so, Sam practiced in every week is 24/4= 6 times
His brother pracrticed 12 times in 2 week (1 week =7 days, therefore 14 days is 2 weeks)
So, his borther practiced in every week is 12/2= 6 times
The ratio of the pracrticed time per week
Sam:His brother=6:6
=1:1
Therefore the practiced rate is equivalent.

So the brother practiced 12 times in 2 weeks, and he practiced 24 in 4 weeks 12+12 is 24 so your answer would be Yes they are. I hope this answer helps!
