Neon is a non-reactive gas. Why is that?

because of the outer shells they don't need to be combined

Neon is an non-reactive gas because it has a full outer shell of electrons and therefore, does not need to combine with other elements to gain or have a share in a full outer shell of electrons. (The only reason that elements combine is to have a share or gain a full outer shell of electrons)
