25% as a decimal is 0.25, and since we subtract 25% we use (1 - 0.25)=0.75.
The price of the items after discount is $248.50*0.75 = $186.38
The sales tax (5% = 0.05) is added on, so we multiply by (1 + 0.05) = 1.05
$186.375*1.05 = $195.699 = $195.70
