4x - 3 = -12x + 13
4x + 12z = 13 + 3
16x = 16
x = 16/16
x = 1 <=== this would make the equation true

4x − 3= −12x + 13​

4x + 12x = 13 + 3

16x = 16

x = 1

Hence, the answer is C.
