By using the process of elimination you can see that it is not a metaphor because it is not saying something is something else, such as "she is a rose". It is not alliteration because there is no similar sounding words, such as "Sally sells sea shells by the sea shore". Consonance is the repetition of a consonant sound, such as "drip, drop, drip, drop". therefore through the process of elimination, you can find that your answer is Anaphora.
