They abandoned it.The United States entered the war because of the Germans' decision to resume the policy of unrestricted submarine warfare, and the so-called "Zimmerman telegram," intercepted by the British, in which Germany floated the idea of an alliance with Mexico.

Don't feel bad about not knowing the answer to is one April. I know the person who wrote the question and it was a mistake. They were under the mistaken impression that the US imperialism that was in Panama was also in Mexico and that bad relations from that Imperialism influenced Germany's attempt to ally themselves with Mexico. This understanding was wrong and the mistake was not noticed before the packet was published. -- In reality, the United States had no imperialistic ventures in Mexico, Panama owed it's independence from Columbia to the US, Germany had been attempting to get Mexico to attack the US since 2014 (see Lothar Witzke) and some people don't fully understand what imperialism is to begin with :)
