First of all, let the number be y.

"twice a number" means you should multiply that number by 2:

2y

Now, "fifteen less" means you should subtract 15:

2y-15

Now, this whole expression is less than or equal to -23:

2y-15≤-23

Solve the inequality:

  • Add 15 to both sides

2y≤23+15

2y≤38

Divide both sides by 2

y≤19
