To formulate an equation to represent this, you must simply break apart each section and understand it. The equation is

10(1/2x+6)=9

We can get the "10" because it says "10 times the."
The "1/2x" because it says "half a number"
You will find the "+6" because it said "the sum of half a number and 6"
Is will almost always mean equals, as with this case. Therefore, because it says "is 9" we know it equals 9.
