the average rate of change just means the slope
that is, the slope from (6,f(6)) to (8,f(8))

f(6)=(3(6)-6)/(6-2)=(18-6)/4=12/4=3
f(8)=(3(8)-6)/(8-2)=(24-6)/6=18/6=3

the rate of change from (6,3) to (8,3) is 0/2 or 0
