Opposite sides of a parallelogram are equal therefor we can write:-

3r + 8 = 2r + 12

3r - 2r = 12 - 8
r = 4

so the lengths of the sides are each 20 ft

and the 2 shorter sides are of length 4(4) - 2 = 14 ft

so perimeter = 2*20 + 2*14 = 68 feet <---- answer

so
AD = BC = 3r+8 = 12+8 = 20
AB=CD = 4r-2 = 16-2 = 14

2(20+14) = 2 (34) = 68

answer
