The south paid a higher price. They had lost slaves and fertile farmlands that they needed to survive.

The answer to your question is: The south paid a higher price -a lot of their farmland was destroyed -they lost their slaves -most southerners were disenfranchised (lost their right to vote) -they were under martial law until reconstruction ended in 1877 -when they did set up their own government, only people who didn't fight in the war could hold public office
