f(x)=-2(x+3)^(2)-1

we know that

the equation of a vertical parabola in vertex form is equal to


y=a(x-h)^(2)+k

where


(h,k) is the vertex

If
a > 0 ------> then the parabola open upward (vertex is a minimum)

If
a < 0 ------> then the parabola open downward (vertex is a maximum)

In this problem

the vertex is the point
(-3,-1)


a=-2

so


-2 < 0 ------> then the parabola open downward (vertex is a maximum)

The domain is the interval-------> (-∞,∞)

that means------> all real numbers

The range is the interval--------> (-∞, -1]


y\leq-1

that means

all real numbers less than or equal to
-1

therefore

the answer is

a) the vertex is the point
(-3,-1)

b) the domain is all real numbers

c) the range is
y\leq-1
