The answer is it can occur with light to moderate drinking. It is because this happens during pregnancy and the mother who is pregnant is ingesting alcohol whether it is light or moderate. The first choice above is wrong because not drinking alcohol during pregnancy will not lead to fetal alcohol syndrome. The second choice is also wrong because drinking before being pregnant does not let the child to have fetal alcohol syndrome because he or she won't be affected by it for he or she is isn't on the womb yet.
In the last question whether it is true or false, the answer is false. In does not matter if the pregnant is alcoholic or not because even if she's not an alcoholic and she still ingest alcohol some of the time during pregnancy, it could lead the baby to have fas.
