The power rule (or law of indices) that applies to this expression is


x^{ (m)/(n) } = \sqrt[n]{x^(m) } = ( \sqrt[n]{x}) ^(m)

we have
4 \sqrt{ y^(3) }
we write
\sqrt{ y^(3) } = y^{ (3)/(2) } , note that square root
√(x) equals to
\sqrt[2]{x}

hence, the final expression is
4( y^{ (3)/(2) } )
