The correct answer is C. Teens have higher risk

Teens are more likely to take bigger risks while riding a bike and have much less concern for their safety. This is due to this period of development where this is a lot of peer pressure, hormonal changes, environmental stress and so forth and they are willing to get themselves in dangerous situations more than any other age group. Having a bicycle helmet law that applies only to teens would come about due to these reasons.
