remember you can do anything to an equation as long as you do it to both sides

4(2y-6)+3=11
minus 3 both sides
4(2y-6)=8
divide both sides by 4
2y-6=2
add 6 to both sides
2y=8
divide both sides by 2
y=4

C is answer
