if we arrange them in order

8 13 17 19 21 23 23 24 30 35

The median is the mean of the 2 middle numbers:- 21+23 / 2 = 22

first quartile is middle one from 8 to 21 = 17
in similar way upper quartile = 24

correct choice is b.
