Sandy, because she is splitting 3 things into 7 parts. The others split 3 things into 9 or 10 parts which would be smaller parts.

Answer:

The most is Sandy

Explanation:

we know that

When we compare fractions of the same numerator and different denominator, the fraction with the lowest denominator is greater

so

In this problem we have

Kim ate
(3)/(10) of a bag

Sandy ate
(3)/(7) of a bag

Jeff ate
(3)/(9) of a bag

the lowest denominator is
(3)/(7)

therefore

The most is Sandy
