In order to get who was right we need to solve the expression:
2a^2b(-2ab^3)^-2
The above can be written as fraction to get:
(2a^2b)/(-2ab^3)^2
=(2a^2b)/(4a^2b^6)
=1/2(a^(2-2)b^(1-6))
=1/2a^0b^-5
=1/2b^(-5)
This implies that neither of the was right
