Using vertex form we can translate the graph of x^2 where we want it. In this case, the parent function of the quadratic equation has been moved right one and three down. We can use the vertex form of a parabola to find the correct equation:

y = a(x-h)^2+k
where (x,h) is the vertex.
Subbing in the points, we can find that the equation of the parabola is :

y = (x-1)^2-3
