If we are referring to Martin Luther King's famous speech "I had a dream" then his argumentative approach is to contrast the promise of the signing of the Emanicipation Proclamation (I presume it was signed by Abraham Lincoln) 100 yrs ago and now 100 yrs later the condition of black Americans is still squalid and marginalized and not in the mainstream of society This contrast is expressed very powerfully.
