First thing you should do in order to restrict some program (in this case Chrome) you should turn the Firewall ON.
1. Control Panel -> Security Center -> Firewall -> ON(Recommended)
Firewall restricts communication between the computer and the Internet, so we need to adjust settings for the program Chrome that require an open connection to the Internet.
2.Windows Firewall dialog box -> Exceptions tab.-> Add Program -> Select Chrome from the list
