Write your answer as a fraction or percent rounded to the nearest tenth. (There are 15 balloons, 4 purple, 4 blue, 2 yellow, 3 red, and 2 green)

13% 4*4*2*3*2= 192/ 15= 12.8, I rounded up to 13. The colors are just for show and aren't even needed for the problem.
