The term popular sovereignty means that government is created by and subject to the will of the people. In other words, popular sovereignty means that government gets its power from the people.
Popular sovereignty is the principle that the authority of a state and its government stems from and is sustained by the consent of its people, through their elected representatives (Rule by the People), who is the source of all political power.
