I think that title V seems the most problematic in regard to violating civil rights. Title V states that the federal government is allowed to create national security letters (NSL) that can demand the release of information of residents of the U.S., even U.S citizens, without probable cause. This is a violation of our civil rights, this allows the government to release our information without cause which can be seen as violating our civil rights.

The biggest issue is with the surveillance part because it breaks the 4th amendment. It enables agencies to collect data on people and spy on things like their phone calls and various other bad things like that without the consent or even the knowledge of those spied upon. It violates the constitution but is packed so that it's not a problem.
