((36/16)*7)+36=57
36 volunteers making meals divided by the whole (16) of volunteers that are there multiplied by the ratio of people not making meals (7) plus the 36 people making meals to get the total amount of people (57).

You can write the equation to solve this problem very easily by doing a rule of three:

9/16 --------- 36

16/16--------- x

This can be read as: if 36 people represent 9/16 of the volunteers at the shelter, then how many people (x) represent the total (16/16) of the volunteers at the shelter.

By solving the rule of three, you get the equation:


x=(1*36)/((9)/(16) )  \\x=(36*16)/(9)

And then you solve:


x=64

So the total of the volunteers that help at the local shelter is 64.
