To find the area of a circle we use this equation.
(a = area, r = radius)

a = π · r²

So we need to find the radius of the circle. We can do this by dividing the diameter by 2.
28/2 = 14

The radius is 14, now let's put that in the equation.
a = π · 14²
Solve.
a = π · 196
(using
(22)/(7) for pi..)
a = 44

The answer is 44.

Hopefully this helps! If you have any more questions or don't understand, feel free to DM me, and I'll get back to you ASAP! :)

A = pi x r^2
A = 22/7 x 14
A = 44
