safely to harbor at last, guided by the merciful wisdom of Heaven. I

have summoned you here this morning.... "

In the above address, he uses the metaphor Ship of State to talk about the throne. The ownership of throne was disputed among the brothers. The kingdom was in a state of civil war or in other words under threat. Now it was going to be in Chorus's ownership. He addressed to Thebans that he would be strong and just king.
