First of all there is three regions mentioned in the task but only two mentioned in the table. So let's assume that it's a mistake and we actually have just two regions.

According to the table data we can find the percentage of times spinner landed on each region:
The Light Side:
(6)/(6+4)*100\%=60\%
The Dark Side:
(4)/(6+4)*100\%=40\%

Now we can the degree measurement of each region:
The Light Side:
(360^(\circ))/(100\%)*60\%=216^(\circ)
The Dark Side:
(360^(\circ))/(100\%)*40\%=144^(\circ)

Light side : 360 x 0.6 = 216 degrees
Dark side : 360 x 0.4 = 144 degrees
