45 dogs, because 8 kennels = 36 dogs, and 2 kennels = 9 dogs, so 36 + 9, which equals 45

Set up an equality so that the proportions are equal...
d/10=18/4 multiply both sides by 10
d=180/4
d=45
So 45 dogs can be housed in 10 kennels.
