I would say it's the mean. because 1 is an extreme value, and when there are extreme values we don't use the mean.

Median of our given data set will be:
(36+37)/(2)=(73)/(2)=36.5.


\text{Mean}=(1+35+36+37+37+38)/(6)=(184)/(6)=30.67

Mode = 37

We can see that median and mode of our data set are approximately equal. As mean is affected by an outlier in a data set, therefore, mean will be the least representative of measure of central tendency of the given data set.
