Explanation:

If we have a exponent.

{x}^(m) * {x}^(n) = x {}^(m + n)

So we just have

3 * 3 * 5 = 45

x {}^( - 3) * x {}^{ - 8 {}^( ) } = x {}^( - 11)

Then we get

{v}^( - 9) * v = v {}^( - 8)

w{}^( - 2) * x {}^( 2) = w {}^(0)

Which is just 1.

So we got,

45 {x}^( - 11) v {}^( - 8)

Now, we can just put this under the mumberator since this negative.

\frac{45}{ {x}^(11) v {}^(8) }
